Write the ITP before the purchase order

An inspection and test plan should list each characteristic, governing document, test method, sample size, acceptance value, record and hold or witness point. Agree it before production. A request for a “full test report” after the drums are packed leaves both parties guessing whether the buyer expected routine optical checks, dimensional inspection, mechanical type tests or third-party witnessing.

Separate design qualification from production checks

Tensile, crush, impact, repeated bending, torsion, temperature cycling and water penetration may be qualification or sample tests for a cable design rather than tests repeated on every commercial drum. IEC 60794-1-21 describes mechanical test methods, but the product standard and contract set the applicable severity and sampling. The ITP should identify which existing type-test evidence is acceptable and which tests will be performed on the ordered lot.

Define optical measurements precisely

State the wavelengths, maximum cabled attenuation, measurement method and sampling basis. Continuity confirms an unbroken path; attenuation measurement establishes loss; OTDR traces can help locate events and document fibre length, but an OTDR file is not automatically a substitute for every required attenuation method. Record fibre identifiers, drum numbers, test equipment and calibration status so results can be traced to the shipment.

Check construction and dimensions

Inspection should compare the approved drawing with fibre and tube count, colour sequence, strength member, armour or barrier, messenger, sheath material, overall diameter and cable weight where required. Measure rather than relying only on appearance. If the order specifies easy-strip performance, ripcords or particular print durability, include a practical sample check and acceptance method.

Inspect every drum as a shipping unit

Match drum number, cable model, fibre count, gross and net weight, start and end metre marks and declared length. Check winding direction, flange condition, end sealing, cable-end access, battens or wrap, labels and handling arrows. Photograph the two metre marks and label for each drum when the contract requests traceable evidence. This catches packing errors that an optical test cannot reveal.

Control nonconformities before release

The ITP should say who reviews failed results, how rework is recorded and whether the buyer must approve a concession. A replacement label is different from a failed optical fibre; the disposition should reflect the risk. Release only against a final packing list that reconciles accepted drums and quantities. Keep report revisions and photos under the same order or drum identifiers.

A practical document pack

For a normal export order, request the approved datasheet and drawing, fibre certificate if contractually required, routine optical results, dimensional and appearance record, drum-length and marking record, packing photos, packing list and certificate of conformity. Add type-test reports or independent inspection only when the project requires them. This produces useful evidence without pretending every laboratory test was repeated on every reel.
